Need Silent Fan for EVGA Superclock CPU Cooler

My current fan is a little bit loud for my tastes at high RPM, but my ultimate goal is to make my PC as quiet as possible at idle.

Although quiet at idle, the fan on my current heatsink that came with the EVGA Superclock CPU Cooler is the loudest component in my build (don't pay attention to the case in my signature, I have since changed cases, but have not had the chance to make updates).

Basically here is what I am looking for, but I cannot find anything that completely fits my personal specifications and would appreciate advice:

1) Quiet, most importantly during idle.
2) PWM
3) Minimum RPM must be 500-700 so that noise is inaudible at idle
4) Max RPM should be >1500 RPM. Ideally, I am hoping for 2000 RPM. (The current fan ranges from ~600-2500 RPM). Obviously the fan will be much louder at these speeds, but that's expected and acceptable.
5) The EVGA Superclock CPU cooler uses clips to attach the fan, so hopefully the new fan I am looking for will be compatible with this design.

It's very possible that what I am asking for does not exist... if this is the case, then I would be happy to obtain recommendations/advice. My number one priority (over performance) is silence at idle and quietude (to the extent possible) at high RPMs.

One other note, no Noctua fans; their aesthetics will not fit my build.

1) The first one is a Noctua. No Noctuas please per reasons in my original post.

2) This isn't PWM

3) Max RPM on this is 1300, too low as indicated in my original post.

why do you need above 1300 RPM if the cfm is better?

edit: and on the second one why do you need pwm it will just always stay at 8.5db and 35cfm

Well, it seems to me that the CFM is much lower on the second one. The fan that I am currently using has a CFM of 84 at max RPM. If possible, I would like something comparable at max RPM. But, you may be correct about the third fan, ~55 CFM isn't bad and 1300 rpm would be nice and quiet even during 100% load...

59cfm at 24db is ok if you want quieter try find these from a few posts ago

6.9db-16.05db - up to 57.53cfm

when the speed ramps up it equals the same cfm but 8db lower and idles at 7db

You're completely correct, the Apache seems like a fantastic option. The only thing that causes me to be hesitant is whether or not the reported db is indeed accurate. Do you have any experience with these? At 7 db during idle, the fan should be silent. Is this actually the case?

i haven't and the cfm's can vary but not by much. The quietest fans i could find were noctua's and them fans are close in specs and noctua's are silent
