Actually, Nvidia's ROPs are less powerful than AMDs ROPs, the reason the 680 wins a lot of benchmarks against the 7970 probably boils down to the higher clock speed, more texturing power, games not using higher bit depths than 8-bit because of performance reasons.

It's mostly down to GPU Boost, in essence the HD7970 was only 10% behind a 1200Mhz (or so) GTX 680 before AMD got some more optimization driver-side; considering it can out-clock the 680 too...Or at least clock equally, going by hwbots average OCs. (1210Mhz for 680, 1216Mhz on the HD7970)

Essentially it's like Sandy Bridge vs Phenom II, HD7970 has higher IPC and a higher max clock speed, except in this case the Phenom II like chip doesn't even have price to compete with.
