No longer have post toolbar, with bold, italics, URL, ect and so fourth. Can't even rep. - Are you able to reproduce this problem consistently?

Started as of the 4th I believe. - Browser, active browser addons, and operating system:

It works fine for me.
I have experienced something similar to you in the past, OP. Browsers or add-ons does not cause this problem. Just wait an hour or so and it will go back to normal.

I'm experiencing kinda the same issue.
No post formating options, no emoticons. When clicking the Quote button it puts the reply box on the top of the thread and displays the last 10 posts in reverse order.
No post edit options or emoticons when using the "Full Page Editor" either.
Viewing site from another PC is fine so it's just the BOSS! rig that is effected.
