HTML & CSS formatting issue

This is hopefully something really small and I'm just wired so I don't see it.

The whitespace between the top and middle layer. I cannot figure out how to get rid of it.

After the table-foreground div, there are a lot of non-breaking spaces.

That didn't fix it, I do realize I won't need those when I'm done but that block is part of the second table at the bottom. The problem is the line of whitespace between the top and middle table.

Still haven't figured this out, any help is appreciated!
