The hot ticket is to shop pricing between the 8GB "kit" and individual 4GB sticks. For instance right now the 8GB kit is $35.99 while 4GB sticks are $16.99. This means you can buy a pair of 4GB sticks to assemble your own "kit" for $33.98, saving $2.01.
The absolute cheapest RAM on Newegg runs $31.89 for an 8GB kit, so only $2 more for the Samsung. The most expensive stuff... well, there's nothing better (for 4GB per stick) so no sense in getting anything more expensive.
I'd say most people (especially those who build their own) would think that "reasonably quiet" is darn near silent. I know that everyone always thinks my rig is "silent" even though I know it makes noise. That's the difference between the average layman's "silent" and the SPCR "silent."
Just gotta remember to set a silent fan profile in BIOS.

I don't think 4GB per stick is going to be a real issue for any but the most extreme users. About half of the users even on this technologically advanced forum would be happy with just a single 4GB stick. If I were to install them in all slots in system I could double my already overkill capacity of ram. As far as I'm concerned, the only downside on them is the lack of a purdy heatsink. I'd end up slapping one on aftermarket even though I know it doesn't need it, just for the looks.
As for silent, you're probably right. Everyone thinks my HTPC is silent too, but it still annoys me sometimes. It's fans were worth it though because I do use it as a 24/7 game server, and when I'm awake, my main rig is also on which is pumping out 70 decibels just 2 feet away
.

And I think you should change "would be happy" to "would not notice." I don't think most users here would be happy unless they were in a hardware state of overkill.
