Between generic memory kits there shouldn't be any motherboard compatibility issues given the flexibility in new on-CPU IMCs.

Yeah, laptop memory will especially be the most plug and play in comparison to desktop ram. It could be either one of the things you said.

FYI - it's always a good idea to post some details when asking a question on the forum (i.e. OEM & specific model in your case) as it's hard to given anything but general advice. Also, I assume the the laptop has worked and still works just fine using the current DDR3. If so, then either the DDR3 you bought is defective or it's a compatibility issue. From the comment I saw on the link you posted, my guess is that it's the latter though it's not impossible the Muskin ramyou bought is defective.

The Kingston DDR3 looks promising, especially, if at the user review by the Toshiba owner has the same laptop model you own. Still, It might be a good idea to do a search on "memory upgrade" (or similar terms) for your Toshiba laptop model to see if others have had success with Kingston or if there's another brand known to be compatible with your laptop.

Lastly, if you bought from NewEgg, I would call for RMA rather than do it online. I've had really good experiences with NewEgg in this type of situation (i.e. something didn't work though reasonable to expect it would as opposed to "I didn't like it.") The restocking fee was always waived, and if your lucky, you might even get a return shipping label so you don't even have to pay to send the item back..
