I bumped VCCSA to 0.95 and got a full system hang after 15 minutes of Minecraft. After that the BIOS automatically cleared all my OC settings, resetting the RAM to 1600MHz. I had to re-enter all my CPU multipliers and voltages as well. As of now, I have the RAM at 2000MHz with all stock voltages. Maybe there's a Windows program that can adjust VCCIO? (Like Intel XTU can adjust CPU clock/voltage in realtime)

Check to see if you have actual operating VCCSA Voltage in BIOS/EFI. Generally DDR3-2133 should be well into 1.0-1.10V range. Try that or a slightly higher DRAM Voltage 1.550V-1.60V, and you should be able to figure out which is lacking and holding you back.

have the same problem before and just change the slot of my memory. read your memory slot. your mem should place in slot 1 and 2 or slot 3 and 4 just try it.
