Short answer: Yes
. The PCIE connector is how you should be powering a higher draw TEC if you want to run it from the PSU. They have much higher amp ratings then a standard 4-pin molex. That is how the Arqtilk direct-die controllers are powered, which then sends the power to the TEC though a heavy duty 4-pin connector.
If you have multiple cards, you can use one of those dual molex->PCIE adapters to split the load between multiple connectors so you don't melt a molex.

According to design, 8pin PCI-E is rated at 150W and 6pin PCI-E at 75W. For maximum safety it is better not exceed these numbers.
But in reality a good PSU PCI-E can easily run above the standard rating, for example 250W for 8pin and 150W for 6pin. Beyond that safety becomes a concern.

the pcie plug in a molex minifit jr type plug and each single connector is rated at 6-12 amps depending on material used to make the connector ( ie brass/tin/gold etc)
typical is rated at about 8amp or a total of about 24 amps for a 6 pin connector and 32 amps for the 8 pin connector.
If you run a 400 watt 199 couple tec at 12v your max amperage will be around 12 amps which is well within the 6 pin connector.
Generally the wires are 16 guage as well and those generally can carry about 10 amps each for a total of 30 amps for a 6 pin connector and 40 amps for the 8 pin.
Normally you don't rate plugs by wattage.

Awesome! Thanks for the answers. I'll be looking for a high wattage PSU w the highest amp pcie rating now. Looking for ways to simplify my chiller and this will be a major step!

if you use a modular psu, you can build your own pcie cable using 16 guage wire and 9a brass/gold plated crimp connector like these http://www.jameco.com/webapp/wcs/stores/servlet/Product_10001_10001_365835_-1?CID=PDF
Those are 9 amp each for a total max capacity of 27 amps. I think you can then find the appropriate housing for them at frozen cpu or such.

I commandeered an old PSU to use just for my TEC and cooling needs. It's an old OCZ Powerstream 520ADJ, from back when they were adjustable. I already had it sitting in my closet, and wanted something I could run inside my case easier then a Meanwell dedicated unit. It is rated conservatively @ 520w with a 33A 12v rail.
I took it apart, removed all the SATA, MOBO(except for the sense wire), 4-PIN, and floppy connectors and left just the PCIE and Molex connected. I then adjusted the 12v rail to its maximum, ~13.5v by DMM, and put it all back together. I spliced the sense wire into the MOBO header of my main PSU so they both turn on together, and modded my case to hold dual PSUs internally.
The second PSU is now just a dedicated 13.5v slave, and runs my fans, pump, and TEC.

I'm using a meanwell right now. I put a relay inside it so it comes on & off with the computer.

What kinda relay is that? I like how it's in a plastic shell! My relay has a metal surface because it's suppose to be hooked up to a heatsink when used as a PWM Relay.
