I don't see why GPUs outside the EU will change, so I'm not sure it's a big deal outside of Europe. EU cards will likely be undervolted and underclocked, just as a HD 7870 is to put into laptops as a HD 7970m.

I doubt it will be impossible for the end user to change the voltages/clocks back. EU users will just have to find a non-EU VBIOS or change voltage/clocks in some available software.
