since its so cheap i think a nice wc whit pellt // coldplate will beat it or a water chiller but then its just cool to have phase lol

I never really liked phase change cooling because I hear they're pretty noisy, but they certainly do produce results!

Its really just a light hum, similar to your typical air conditioner unit. Compared to higher frequency noise like your average fans pumping medium speed, its quite an improvement in bear-ability.
