It appears to be a broken file relating to the ads, or one with an incorrect extension. I haven't seen this with ad blockers off, so I can't verify it. Since we don't host those ads and just embed them they have to be reported by a manager to the host.

So it looks to be from OCN, and I haven't caught something? I haven't had malware/spyware/viruses in years, so I'll be honest I haven't done any scanning of anything at this point...

Like I said, this is the first time I've seen that specific pop-up asking for a download, but yesterday I also got a notification that a pop-up window for an advertisement was blocked. Again, that's the first time I've seen a pop-up advertisement on my computer, even a blocked one, in probably over a year.

I'll report back here if I get any more useful information.

Thank you.

It's from the ad server, not us, so no. Again it's something that has to be reported to the ad host, but without a source URL there's nothing useful to report.

I would think this is an extension not jiving with your browser as opposed to something malicious through doubleclick. I don't have Opera to test it, but I'll forward it over to our AdOps anyway just in case.

I don't know if this helps either, but I got another notice that a Pop-UP was blocked.

This was the popup;

Okay, that may have answered my question whether it was me or OCN...as I was uploading to imgur:

Seems to be what SJHuddler said...I decided to click save, opened it up, and;

This is repeatable 3/3 on Imgur site. That's strange though, I have been using opera for many many years, never had an issue with it before. Although, just the other day I was thinking this recent build had some issues. That being said, the pop-up isn't the same as the download? Two different issues?

We don't test with Opera, so I can't really say for sure why it would be opening certain elements as downloads.  Mobile Chrome does that in some cases, though (usually flash ads).

is there a reason behind this? I mean, I don't use opera but it seems odd all of the big five arn't tested

Long story short, developing for multiple browsers and the QA involved makes development time take a lot longer.  We base what we develop for and test with on the numbers, and Opera only accounts for a very small percentage of users, as in single digits.  We'll generally fix any major issues that happen on current versions of Opera, but we don't test on it.  For the most part that works out okay since the standards are roughly the same, but occasionally we see some differences.
