Can you flash bios without board powered up?

Is there any way to flash a MB remotely while board is powered down? maybe with usb cable?

No power to board = no power to BIOS ROM = no flashing.

My manual for the ASUS Formula IV says that ROG's setup is designed so that with a USB cable I should be able to adjust BIOS settings on the fly. Has anyone tried this to repair settings of corrupted and/or missing BIOS?
