Very small and quiet CPU cooler.

I'm looking for the smallest CPU cooler possible for this chip.

17W TDP so I expect it can run on a much smaller passive heatsink than usual. 17W seems to be in ultrabook range. Just wondering what you might consider good for this low wattage. 2U server cooler I think might be able to work.

Are there any other components that would do better with a little active cooling?

I think I'd recommend a Scythe Kozuti so you have a little (but quiet) airflow around the board. It can be a little hard to find online.
If you have room for it, the larger Big Shuriken 2 would be ever more airflow and from experience, the fan is silent.

The Evercool HPL-815 is also fair
