what problem are you having exactly. Are you saying its maxing out at 3Ghz? What is the memory being clocked at?

Depending on how you are adjusting things, its possible that your memory is hitting a limit. The cpuz readout would help. Its possible your memory timings are too aggressive at the speed you're running them at.

Also be sure to check temperature (although I doubt you would see any issue at this speed with a Northwood core).

Have you tried increasing the core voltage slightly?

My general advice would to isolate the overclocking and change one thing at a time in small steps.

I think you are going to have to increase the V core, Keep an eye on your temps when you do as voltage will have a big impact on temps and you have a stock cooler.

the vcore started out at 1.525 and i upped it to 1.55 when i OC'd up to 3GHz
should i raise it further?

Here is my cpuz readout
http://www.justin-newman.com/stuff/cpuz.htm
temps stable around 57-59C under full load

Well since your temps are nearing 60*C which is pushing it a bit for a northwood core CPU (~55*C should be max) I would suggest improving your cooling a bit more before contemplating increasing VCore anymore. Stock coolers are not for Northy overclocking...

As for your BSOD problems this maybe linked to insufficient CPU VCore.

Alternatively I would try a more agressive memory divider to rule out memory constraints.

what should i do coolingwise i have my stock HSF with arctic silver 5
should i get a new cooler?
or is there something i cna do to increase teh effectiveness of the stock one?

Cooling wise I would look at getting an after market cooler that uses a 120mm fan. There is not really any method of making stock coolers more efficient since these are only designed for stock cooling (and even not very good at that also)

As for dividers on the IC7 boards (which I have one of) are located on the FSB adjustment screen. It is labelled as FSB/DRAM Ratio. You will be given an option to select differing dividers. What are your options in this menu? and what is it set at currently?

I agree that the temps you have are way out there. I have the 3.0C version of your processor and can take it above 3.3GHz /w temps not exceeding 47C under load. I'm using the cooler in my profile below (nothing fancy and not that huge).

Still - yours are high and I also wonder what your case temps are like. Do you have good airflow? What is you case temp under idle and load?

When was the AS-5 compound applied?
Most likely its a combination of bad thermal coupling or heat removal from the HS.
