Intel Core 2 Duo Merom 2.5GHz impestive underclocking

I have a Core 2 duo 2.5Ghz CPU and a NVS 135M GPU overclocked from 400/400 to 650/500.
My ram speed is 667MHz.

I come to you because of a debilitating problem when I play a certain game. Here's what happens:

All observations using the Core temp monitor showing frequency, load and temp.

At startup, the temp is 45 degrees C and the core runs at 1.7Ghz with 2-5% charge.

Running a few applications increases the frequency to 2.2GHz and the charge to 10-15%. Temperature varies from 47 to 50 degrees C. The fan is nearly silent.

Then I start playing World of Tanks. as some of you might know, this game runs on only one core.
The frequency during the first 15 minutes of gameplay is 2.5GHz, with the load 53 to 58%. One core is used to the maximum, while the other is devoted to other applications. Temperature rises to 65 degrees C
In-game performance varies between 30 and 40fps. When sniping, it dips to around 25fps. No objects on the screen fps is 74.

After 15 minutes, the temperature is 69 degrees C. This is where the fan starts blowing hard. Temperature quickly drops to 55 degrees C in around three minutes. The problem is, the core stops working at full capacity. While the temperature is perfectly safe, the load drops to 42-44% and the frequency to 2.3-2.4GHz
The ingame performance goes from amazing to unplayable. Average fps drops to 22-24. Maximal no objects fps is only 38.

Special mention to the sniping mode. The fps drops to 5-8. The cpu load decreases to a measly 2.2GHz/30%!

My questions:

How do I stop my CPU from underclocking even if it is far from unsafe temps?
How do I stop the CPU from reducing load in certain game conditions?
Will overclocking the CPU solve these problems?
Is this caused by some sort of bottleneck?

PS: I have launched the game through a +fullproc shortcut to no avail.
PPS: Disabling speedstep reduces the core to half speed.
PPPS: I am reluctant to tweak the CPU. Its not its capacitites the problem, but how they are used.
PPPPS: My BIOS is the usual laptop locked one. Dell A15 if you need to know.

it is a option in your bios their is probably an option like "CPU TM function" turn that off and all will stop. It will try and keep your CPU under 70c, did the same thing when I was using IBT a OCed q6600 on my bros asus board.

A better CPU cooler would always help as well.

My laptop's cooler is more than sufficient it brings the GPU down from 80C to 55C in around a minute and a half...while the GPU is under full load...and sharing a heatsink with the CPU!

PS: Where can I find the CPU TM function?
PPS: Is it possible to just adjust the maximal temp for the CPU from 70 to 80?

NVM didn't realize it was a laptop. Your best bet is to replace the thermal paste with better stuff like PK-1 or something. Really the only thing you can do as your laptop is probably throttling your chip to keep the system cool. 70-80c is still pretty hot for a laptop CPU and those dell cooling systems tend to be a joke half the time.

Also sometimes you can find fan control software for your dell laptop, just install and set the fan to go 100% when you get the CPU hot. I did the something with my old thinkpad, the one I had was kinda nice as I could set auto adjusting fan speeds based of CPU temp.

You misread. The GPU goes up to 80 before it gets cooled down to 55. It then never goes back past 72-74 degrees

The CPU goes up to 69 before it gets cooled down to 52-54 degrees then never hits 65 again.

So as you can see, my fan keeps the cpu in the 60's range...while on auto.

From what I understood, I have 2 options:

Lower the temp even more so that I never hit the thermal throttling cap. (A)
Change the thermal throttling settings (B)

For A, I can either downclock or increase fan speeds. Downclock means no gaming, increase fan speeds means more noise and even more stress on my 90W PSU.

For B, well, what can I do?

PS: I'd like to have your fan speed software!

UPDATE

Using ASUS GPU Tweak's fan profile fixed the cooling problem.
Max CPU temp:65C, Max GPU temp: 76C

On the other hand, I found out the downclocking was an answer to....severly reduced CPU load. When the multipliers and clock rates are fixed on startup using Throttlestop to 2.5GHz (x13, 1.125volts) the game runs normally but the spots which used to cause downclocking now just make the CPU load fall from 58% to 16%....

Why would the CPU work much less when there is a lot of work (texture loading in sniper mode) to be done?

PS: The PSU heating up could be a problem? The CPU load goes from 58% to 48% then 44% after 1h30 of gameplay. FPS drops from 35 to 22...Not enough power?

How much RAM do you have? It could be a RAM leak. Your RAM gets full so your CPU has less to work with.
