I think your flow rate is already low using all those rads and blocks on level 1. Why are you using it on level 1 in the first place? I run 2 of mine on 5 and I can't hear them.

How old is it? It very well could be failing. I am using high RPM fans but I have padding underneath mine and you can't hear them at all once the air bubbles get out.

On level 1 I can't really hear it unless I put my finger on it to sense it's running when fans are running.
But I do feel it to be noisy at level 5.

How about almost at level 4? I do feel that you will need to run it higher or 2 pumps to get the proper amount of flow for your system.

Flow is hugely overrated. I doubt you'll have a problem w/ it running @ 1. But if find your temps are unsatisfactory then increase pump speed, it isn't exactly difficult.

If no harm is done to pump then I'll keep it at Level1, also I notice that if I increase fan speed my temps drop, so I guess my pump is not bottlenecking me.
