There is a massive difference between a "hacker" and the person you see cheating in a video game. They paid for the hacks made by someone who knows what they are doing, they can press the on button, that deserves no respect. You have to understand what server sided vs client sided means. It's very easy to make hacks that are client sided (eg wallhacks) but extremely difficult to make server-sided hacks. An example of server sided hack is spawning gold in an mmorpg. Such a hack doesn't generally exist because all the information is being handled by the server, not your computer. A program claiming to spawn gold or items for you is usually a keylogger.

Because of this, there will never be a super anti-cheat to block it all. Some games have almost no hacks because the entire game is being handled by the server (eg: HoN)
