My power here sometimes is bad with the lights flickering and such so I use a power conditioner to keep the line clean and the voltages as constant as possible to prevent my PSU from slowly dying.

I personally wouldn't waste the money unless I lived in an area with dirty/unreliable power, or if I was running some sort of server.
