What I did wrong? or BIOS problem?

Hi guys,

I just re-installed windows and flashed to the newest BIOS (p9x79 deluxe, bios ver. 3009). It's using a new bios structure using .CAP file instead of .ROM file now.

I applied the same voltage and clock settings (1.4V, 4.6GHz) as I did in previous bios version. But to my surprise the CPU clock dip below 4.6GHz under load!! During idle the clock is steady at 4.6GHz. Running prime95 decreases clock to 3.2GHz which is the default frequency. I have re-flashed the bios but cannot find what the problem is.

Core temperature is lower than 60 all the time so it cannot not be throttling. The same settings work in previous bios version but I cannot flash to the previous ones now. Anyone shed some light please!

I have all the C-states and Speedstep disabled . Clock should not change at all.
I thought it could be AI suite II, so I uninstalled it but problem is not solved .

Are you using the same BIOS?

I'm using the x79 formula with 2105, try re-enabling speedstep I need to take a quick look at my settings. I have speedstep and a few of the c-states enabled so it does down clock while not under load.

edit: under cpu configuration I have speedstep/turboboost/C!E enabled. Under the main overclocking tab is where I have my core multiplier locked in at 45, in mine I also have a another separate cpu spot under the OC tab to change the multiplier I have that simple set to auto.
I tried to grab some screenshots but apparently it can't detect any of my usb sticks anymore to snap them.

I will try different settings. It might be due to buggy BIOS. Not sure ...
