I want to see the thermodynamic chart of his process of I call it a fake. To make petrol, you need carbon and hydrogen. You can get the carbon for the CO2 and the Hydrogen from the water. But, you will need far more energy to use the CO2 carbon and the Hydrogen of the water. (Logical hypothesis)

He can't create energy so using electricity to make petrol will demand far more energy than the petrol will deliver. Unless his system create entropic energy (what is impossible using the 1st law of thermodynamic), he will have more energy in is petrol than the electricity used.
