Did you ever smell anything funny when you tried to power on? Are you sure all your power connectors are firmly attached? I'd check all the little things before assuming the worst.

I have had some older bios with a safety that keeps the unit from booting without a CPU fan. You can plug any 3 pin fan in to test that. Then there should be somewhere in the bios to set it to ignore the CPU fan RPM.
I also agree that you should make sure everything is plugged in firmly. Good luck

So I finished the liquid cooling but my graphics card is DEAD!!! I tried another (my 8800 gts) and it works. So there is something wrong with my graphics card. It has power (hdmi port lights up) and everything but no image and the mobo has a red VGA LED lighting up meaning it's an error with the graphics card. Thing is they don't make any refence 6870s anymore (so it will fit my 6870 water block) so ill have to buy on ebay if i can't figure this out. I might have hurt it somehow when i was cleaning thermal paste off (as some was dried up on some capacitors and stuff around the gpu). I wanted to have this done by tmrw (for senior project week) but i don't see that happening. On the bright side the liquid cooling is done. No leaks (had some but it didn't do damage) But here's some pics. It looks really cool:
