Seasonic x660 dead?

As the ttile says i think my seasonic x660 is dead.
So heres my story. Last night i was just playing some games like i normally do. I was playing tf2 and im sure thats nothing too heavy. then a power outtage hit my block and the surrounding area. And this occured several times. Only until the second time did i bother to swtich the power supply off. I dont know if thats relevant.
Today, I was just doing some research for my homework and then poof, the whole screen goes blank. Now i know this isnt a power outtage cuz all the lights and monitors were still on. So I ran a test with my PSU (the old paperclip trick throught the green wire and the black one beside it) and since the fan wasnt turning on, i realized that my unit's fan would only turn on under a certain load. So i plugged my hard drive cable back in and tested it again to check if my hard drive was vibrating. The hard drive was not vibrating so i assumed my psu was dead.

Any help appreciated. Please keep in mind that RMA is one of the last things i want to do cuz its the only functional usable computer i have in my house thats no already occupied.

The hard drive isn't generally going to spin up unless something is actually accessing it - have you tried plugging your monitor into one of the iGPU ports? Have you done any other diag on the computer? i.e. testing with only 1 memory slot used, only 1 sata connection being used, etc. ?

O i see...
yea i have tried with the igpu, and it still does not boot up or anything. When I finish my homework, I m will be able to try 1 memory slot or 1 sata connection. Thank you for your respons +rep
