With next gen cards only months away, I wouldn't buy something now with the intention of crossfire'ing down the road. It's simply not future proof. If you absolutely need a card now, get what will work for you, then upgrade to a new card when they're released and sell the "old" one.

Tell me if my strategy is wrong.

I wanna play all games to maxed settings on 1080
Im on a buget so i was planning on selling my current card, and spending 30-40 with that cash and getting 7950.

then next year all i need to spend is money for just another 7950 which will be cheapper or around the same. Hoping it comes near the 8970 playing all games maxed for 2013

perfect strategy. also there is no need for anything more than a single HD 7950 for 1080p resolution. HD 7950 can run any game at 1080p maxed easily. a slight overclock to 1.1 Ghz will provide you 60 fps or more at maxed out settings in most games.

Define best
Are you looking for something quiet? Or just don't care and want the best temps.
The 7950s are soon going to be refreshed into the 8950s. I'd wait awhile and see how the future cards handle.
For a nice quiet card, the ASUS DCII are really quiet, but big. So I'd get the HIS IceQ.
It's really quiet and sometimes outperforms the DCII.
