125 - SG05 + 450W PSU
40 - 2x4GB Samsung 1600 or similar
+ GPU of your choice. (7850 or GTX 670 recommended)
Prices in USD
an mATX build can be built by replacing the ITX with:
Asrock Z77 Pro4-m
and the SG05/PSU with:
Fractal Core 1000
and
Rosewill Modular HIVE 550W

Where can you buy parts from?
Would you be able to buy through newegg?
I could try BestBuy. and I can see if my dad would let me. Also. Maybe I could see if my dad would pay half of it. Also then give my current desktop to my mom and dad for them to use so that my brother can have his laptop back. Does that seem like it would work out? I just get a desktop for Christmas. And then my birthday is in January, so I won't ask for anything considering I'm going to be getting a car during the summer.

Don't go through best buy. Their prices will be a lot higher and you would have to wait for them to order stuff in etc. Have a look at www.newegg.com , this is the main e-trailer in the us for pc parts, it's a great website which will have all the parts you will need. Would you e happy building a pc yourself? If not, just YouTube 'how to build a pc' and there are many well instructed guides there!
