Oh, and I'd look at your case choice carefully if you go water cooled. I take it this rig will have to be transported around, so all watercooling will have to be internal and easy/safe to transport. Case Labs is probably the only place you should be looking if watercooling this sort of build - you need more like a small shed than a case. Stuff just won't fit in, even if the case says it will take certain rads in certain places, it's just not practical in anything other than a massive case to water cool this sort of build - you're probably going to need at least 1080mm of rad. See the "big budget boomer box" build thread on here at the moment for a good example of an over-the-top watercooled build in a case-labs case.
Rad wise, I use a Phobya supernova 1080 and it's great for a cheap rad. 3 x 360s would cost an absolute ton more, and yeah, performance would be somewhat better probably, but not by a huge amount and certainly not by an amount that would make it worth the extra money. Also, the Phobya 1080 has an optional fan grill for 4x180mm fans, which are a ton quieter than 9x120mm, not to mention cheaper - I use Silverstone FM181s. I think some of the case labs cases can take 1080 rads natively.

4 gtx 680s = 2100$?

The cpu mb and ram = another 1100$?

I do not see anything anywhere near 15k.. More like 5500 after water cooling...

Look into evga gfx cards they have water cooled ones that would look way better than putting a block on them and some come with leds and it can cost much less.
You said that it would be coding in witch case you should concentrate on the processor

From what I hear, this is about the same for half the price, and with a passively cooled chipset:

That's the best you can get, unless you want to go with a Xeon for some reason

Cooler: H100 or... thinking about a custom water cooling loop use Arctic Silver 5 with both
(i have never done one before but would very much like to do it but im not sure exactly how much it would change the temps is a custom loop that much cooler? and plus the BA factor of it looking amazing)

lol don't buy an H100, go for a custom loop; it's not that hard. They are way more efficient in cooling than an H100. Look up Singularity Computers videos on youtube for watercooling adivce.
Personally, I would recommend a MIPS Iceforce CPU block, a FrozenQ tube reservoir, and MCP655 pump.

Those are good. If you are planning to go for a RAID setup at any point, you should go for WD reds.

Power: CORSAIR AX1200i 1200W

That is complete overkill, but still awesome.

Monitor: 2x Acer G236HLBbd Black 23" 5ms Widescreen LED Monitor

I would see if you can find a good IPS monitor, or a good fast response time TN panel, if you are going to be gaming. Cheap TN panels have poor color and viewing angle.

You could also go for a 27" 1440p monitor.

Yeah OK, I was exaggerating a bit, but my point was $2100 out of $5800 on the GPUs alone, leaving $3700 for everything else, including all the rest of the water loop. Which probably means about $3000 for case, PSU motherboard, RAM, storage, monitors and software. It's just not proportionate to the budget - I think if he had 10k that would be worth doing (if that kind of GPU performance is needed), but with less than 6k it's not.
