Using an AMD 6870, HDMI resolutions higher than my VGA resolutions?

So when I plug a VGA into my 26 inch monitor the native resolution is 1366x768 and that is the highest I can set it. Yet when I use an HDMI cord the highest resolution becomes 1920x1080 BUT when I use that resolution I get screen flickering and the screen looks low quality and such. I thought it was the refresh rate but the graphics card says that 1920x1080 is a 59hz refresh rate, and I usually have a 60hz on the 1366x768 resolution so I don't get that.

Can anyone explain to me what's going on and how I could maybe fix this?

You can only run your monitors native resolution if u want a good picture. Yes your graphics card can render 1080p but it will look like crap on your monitor
