What does this expression mean? For example, when it is stated that a scroll wheel sometimes ghost scrolls.

It's when you get scroll inputs without actually rolling over a detent.

been getting this on all non logitech mouses :S

Ime 3.0 and Deathadder Black Edition.

I presume there are fixes around the web right?

That sounds more like the encoder in your mouse wheel are wearing out. Logitech uses optical encoders that don't wear out but add resistance is a very mediocre fashion, Razer uses mechanical encoders that feel nicer but eventually wear out. You really just need to replace the encoder but that needs soldering skills.
