What frame rates are you getting? Gains are not helpful if we don't know what you were getting before.

In a general area with low population 70-80 FPS, and can get as high as 90.
In major cities with high population, Divinity's Reach or Lion's Arch, 50-60.
In sPvP where teams are 5-8 players, 50-60 FPS steady in battle or not.
In World V World battles up to 10 players on each side, 40-60 FPS.
In MASSIVE World V World battles, 20-30 FPS (here's where I struggle badly).

OCing the CPU (FX-4100) to 4.4Ghz gave me over 10 FPS gain in all of those scenarios.

If that area is heavily populated you're not going to get an accurate result. Considering this game's performance is so bound to the network, getting accurate results is almost impossible.
