RAM problems

First of all, specs
Logisys 450W PSU
A55m-p33 motherboard
2x4gb Hyperx Blu Memory
250gb HDD
a8-3870k
Radeon 6550d

It's a new build, and right off the bat i had a plethora of problems, almost all of which were resolved, but the ram is only showing up as 8gb total, 3.49 gb usable (it's a 64 bit system, so you see my trouble). The ram is 1600mhz, but is clocked at 1333 in the bios. How do i set it to the correct frequency in the bios, and how do i get function of all 8 gigs?

Go into bios and set up the memory speed and timings manually.

Are you sure when you installed your OS (I'm assuming Windows 7 here) you chose 64-bit? Just so you know, x86 Is 32-bit and x64 is 64-bit. Check in your control panel under System, that should confirm if you definitely installed 64-bit or not.

you need to go into the bios to set your ram timings manually.

on another note, i dont like the look of that power supply, i wouldnt use it too long.

I am completely positive that it's 64 bit (x86), this isn't my first build. Just the first I've had this kind of problem with and finally decided to ask for help out of frustration.
