Radeon 7970 stuck at 500mhz

So my 7970 is doing something interesting.

I have Aida64 showing my gpu's clock rate on a spare screen while I play games. When I first turn the computer on, and load up Guild Wars 2, the gpu stays down at 500mhz, even though usage is at 100%. However, if I load up a game of Battlefield 3, the gpu jumps up to 1050mhz like it should, and then when I go BACK to Guild Wars 2, it stays at 1050, even after I exit BF3.

Also, the card will NEVER clock itself up to 1050 in League of Legends. Sure, 500mhz is enough to run that game at 60fps most of the time, but every now and then during a team fight or something, the framerate drops.

I'm guessing this is an error with Powertune or something. I tried searching and only found the solution of disabling hardware acceleration on youtube, which didn't fix my problem.

Any ideas?

I could try and open up MSI afterburner, but my video card also makes a distinct sound when it's clocked up. I have it water cooled, so I can hear the mosfets (or whatever they are) whining when the video card is in full throttle. Would MSI Afterburner do anything other than give me a second source of monitoring my gpu speed?

You can overclock volts (if card allows), vcore and memory, control fans and monitor temps, gpu use etc... on Afterburner.

When I opened MSI just now it kicked the gpu down to 500 mhz, despite the fact that i have guild wars 2 open. Both Aida and MSI read 500 mhz

Two things, Guild Wars may not tax your GPU as does BF3 and just to make sure it's not a driver issue, maybe try latest video driver and make sure you have the latest game patches.

Note you can also chose your video stock settings (vcore and memory) and save them as preset 1 in AB and apply them before gaming. This way each game will be forced to use the power of your video card.

Are you using the new Beta 12.11 drivers? There seems to be an issue with it not clocking down properly when idle - so its kind of related.

When I opened MSI, and it cut the speed down, my framerate in guild wars instantly dropped down to ~20fps. I adjusted the overclock to 1058 mhz in afterburner, and it fixed the immediate issue.

I have the latest driver version, and even at full speed, guild wars is using 78% of the gpu, according to both msi and aida, and my framerate is still in the 40s. So, I would think that it is still a demanding game.
