Could be a couple of things.

First check all your connections in your water loop. Make 100% sure there are no leaks, and no liquid on your board.

Second, clear Cmos. Don't even set your memory timings or anything, just completely clear it and boot up and see how that works.

Third: check all your power cables. Double check all your power connections by unplugging all your cables, and then plugging them back in again. (I know it is a pain, but you can never be too careful especially considering that you may have to format windows)

Fourth and final: If none of that helped, go into safe mode and see if that helps (it would isolate the problem as a driver issue)

Freezing could be from pretty much anything, but generally speaking it is either the ram, HDD/SSD, motherboard (if it is old enough), or in very specific cases the CPU.

You are right that 9 times out of 10 it is the ram, but in the interest of getting the problem solved asap it is better to check everything.

Anyways...

At this point, I would try simple stuff first. Try downloading and burning a memtest boot CD and run that. Or you could take out all your ram except 1 stick and try to boot. If you are successful and it runs well then add the next...repeat until you hit an error.

Just as a precaution you may also want to back up your data. You shouldn't loose any of your data in the process of fixing this issue, and it is up to you, but I always like to be as cautious as I can.
