Quality of the PSU is the most important factor, not wattage or brand.
Check out what is powering this rig.....Your PSU is fine for either card and some.

lol, I'm from arkansas, there are no computer shops here that sell anything more than a case. Online is my only option. But I read some reviews and comparisons, and it looks like the 7870 would be better than the 660, and $10 cheaper. And trust me, that $10 could be the difference whether the wife lets me buy it or not, lol.

Best bang for the $$ for single monitor 1080p gaming is the 660 (non ti).

Either of these 2 would be great depending on which cooling solution / looks you like more:

What about the 192bit vs 256bit between the 7870 and the 660? Does it make a difference? I will overclock it to the best of my abilities.

Even before the 12.11 beta drivers HD 7950 was competitive with GTX 670 when both cards were overclocked. Now its a clear winner . The best price perf card for 1080p gaming. HD 7950 (1.15 Ghz) is 25 - 30% faster than HD 7870 (1.25 Ghz). GTX 660 is not even a comparison.

I agree that that is a great deal on the 7950, but when the op states that he has a $250 cap and that a $10 difference might brake the deal, $40 over budget is quite a bit.

The 660 is on average about 10 to 15% slower than the 660ti but is significantly cheaper. Ultimately, it depends on which games the op is going to be playing as the AMD card has an advantage in some, while the Nvidia card has advantages is others.

GTX 660 review. Note that this is a test on a reference card and the ones I linked are both overclocked. One thing i liked about the new 660 is the single 6 pin connector.
