Check the workgroup name and make sure they all match. I had similar problems when I first tried setting up Homegroup. I eventually gave up on it and used user accounts to manage sharing.

Is the network set as a "Home" network on the laptop in question?

Try checking the time on the desktop and laptop and make sure they match. My new install defaulted to the wrong timezone and I had trouble getting a homegroup setup until they synced.
