You might notice a difference between a old SSD and a new one because of controller improvements, but if you put a Samsung 830 on SATA 2 and then put it on 3, you'd only be able to tell with benchmarks or large file copies. I went from a SATA 2 X-25M to a SATA 3 Crucial M4, and there was very little real-world difference.

well that is greatly appreciated input. Im not sure but I may just keep my 60GB SSD for now and load the OS.
Space is not an issue as I have 25GB free space still...

I know if you have another HDD hook up you only see about 6 second difference on boot up between Sata II and Sata III. But without any other HDD hook up I got about 16 second boot up when I hit the power botton to fully booted in to windows.

I noticed a HUGE difference going from 5600 RPM sata 2 HDD/60 GB SSD to my current 7200 RPM sata 3 HDD/120GB SSD.
