Lapping , is, sanding the base of a surface (ihs, heatsinkbase, etc) to get it to be smoother!
The smoother it is , the better the heat transfer is!

lapping is sanding down the heatsink for the cpu to get a better contact and better temps.

the goal is to make it flat, lots of times there are concaves in the center of a ihs so it contacts with your heat sinc more on four corners and the thermal paste fills in the rest which works but isnt that great,

shiny smooth just means there are less imperfections and probably a better mating surface, but what is essential is a flat contact surface between your heat sinc and the ihs

1. dip sand paper in water. (600 grit is good enough i think)
2. lay it on top to glass.
3. take heatsink and drag it up and down or side to side over the sandpaper.
4. re-dip sandpaper in water if necessary to get rid of the dust.
