I am thinking about going for either 7950 or going Xfire 7950 and replacing my GTX470 and i was wondering with my current setup would my PSU be able to handle the extra power needed? its a 650 Corsair Modular

I think it will be fine.

http://www.guru3d.com/articles_pages/radeon_hd_7950_crossfire_review_2_and_3_way,5.html

279W by the cards(2 way crossfire) will give enough room for other components.

EDIT:

359W according to this review(maximum). Still its enough.

To be safe yeah, especially if you are overclocking. But you shouldn't have any problems with a 650W.
You can use this calculator if you're not sure.

Unless you are adding a custom water loop or too many fans, 650W is fine.

Sorry for off-topic here:

What would a custom water loop exactly draw in power? I've never considered it to be that much, so I just wanna know.

Well, it completely depends on the type of loop.

Number of fans, Type of fans?
The pump will be the biggest difference. A Laing DDC Plus draws roughly up to 20W right? Some people use even 2 of these.
If you use a aquaero controller that will consume about 10W.

On the other hand chips will consume less power when they are cooled significantly better., but that again completely depends on the individual setup.
