If you can spend slightly more I would try to find a used or refurbed beyerdynamic dt770 pro or dt990 pro on ebay or amazon.
The Beyerdynamics are completely out of his/her range.

Over-ear is a lot better than on-ear though. All depends how much he's willing to shell out.

For something you would use for multiple hours almost every day, it's worth spending a bit more for something that sounds right and is comfortable.

cheapest they go is 120 and that's 1.5x the OP's budget and that's the DT770 Pro 80ohm. DT990s don't go below 170.
