the problem is most game cap at 64% core usage and no bottlenecking anywhere else

I used to get that with my 6850's, roll back a few drivers even? It could just be that the drivers are poorly optimised for those games.

Cayman bios' are all the same, there is no boost, only shaders and voltage. Nothing else can be changed nor is affected. Thus your point is moot as confirmed by the OP.

I didn't mean that, I just meant that a BIOS that doesn't like the card might do this. I meant it as in there could just be a chance that the card doesn't like the 6970 BIOS with the extra shaders.
