My money is on bad mount. It happened to me before. Temps were quite similar to what you have. I knew it wasn't the block because luckily I have two cards to test it out. No matter what block I used, I still got high temps in one of the cards. Then, I noticed that it was the screws I was cutting up for the EVGA backplates. As one of them was too long and preventing the water block and the GPU from making a full contact. Fixed it and idle at ~20C, max out ~40C on two cards. Good luck.
