I really doubt iPad owners are going to switch down to an iPad mini; just as I doubt anyone that wants an iPad wants a mini over a full-sized iPad. Of course the price will always be a factor which is what the goal is: sell it to those that can't afford a full-sized iPad.
Steve Jobs said that a 7" tablet isn't something he thought people would buy, and that it didn't make sense. Based on how well 7" tablets have done I think it's safe to say that he was wrong and that Apple has realized that. I don't believe releasing an iPad Mini was a mistake, there's a market there, why wouldn't they want part of it? Especially because it introduces no OS fragmentation, no new resolution, no new aspect ratio, no new connectors, etc.
