You need developers to make apps... I'm sure they will come sooner or later, but it's not what MS wanted ideally. Ideally they want a few thousand apps at least to make the app store seem bulging at the seems, but it's like a barren desert as of now.

How are you looking for apps? If you go to the app store each category has a Top Free and a New Releases selection, each will give you a different list of apps for each category. There seems to be roughly 100 apps in Top Free and another 100 in New Releases per category.

According to a Tom's Guide article "Windows 8 launched with less than 10,000 apps", but Microsoft is working hard with app vendors to get out new apps as soon as possible. For contrast Windows 8 Phone has 125,000 apps, while Android has more than 750,000 apps, albeit you've got to remember we're only in day 5 of release, more will come with time.
