a fresh install of windows doesn't require a reformat right? I could just back up all the windows related files that i need (whats saved under my user) to a different section of the hard drive?

If you have another partition that you could back it up to yeah, you could do that. But its best to do a reformat. If you have another hdd laying around, you could back up your files to there.
