Cooler Master Hyper TX3 Evo

I bought this cooler for my brother's PC, since the stock cooler wouldn't work. It has a 92mm fan.

I chose for this cooler for 2 reasons:
- It's small enough to fit in the case.
- Other, bigger fans such as 120mm, do not work on this OEM motherboard; due to low rpm of bigger fans the computer will not boot. The TX3 Evo has a 92mm fan and it works just fine.

The problem is that the fan on the TX3 Evo spins at 2400 rpm, which is good for the temps, but not so much for noise levels.

There are no settings in the bios, I can't use a fan controller, and even software based fan controllers don't work (e.g. Fan Speed).

I'd like to know if there is a way to manually configure the fan to lower its rpm. Maybe by voltage control?

I am open to any kind of suggestion, if there is any of course.

EDIT: I am also open for any other CPU fan suggestions. Any good ones with a 92mm fan.

Easier just to change out the fan by the sounds of it.
Have a look at some of these 92mm fans

That was my first thought, and to me that seems the only option. One particular fan I have in mind is the Noctua NF-B9 PWM, which can serve as a CPU fan and goes up to 1600rpm.

But here is the problem. I am not sure if the PC will boot with that fan. Since this is an OEM motherboard, its BIOS settings are very limited, and it has this option/feature that requires the CPU fan to spin at a certain rpm, in order to prevent damage to the CPU. I've looked into it and retail motherboards allow this option to be disabled.

The fan on the TX3 Evo spins at 2400 rpm, which is fine for this motherboard. That's what causing the noise. I've tried with my CPU cooler's fan (1300 rpm max) and the PC didn't boot. So I am thinking I should try with 1600 rpm to see if it will boot.

If I could somehow determine the minimum rpm for this motherboard, I could find a fan that would be suitable.
