I have Asus HD7950 DC2 TOP and it's not Voltage locked.

But still I would stay away from DC2 if it's not V2 version with updated cooler that has no problem with poor contact with GPU die..

I had to put 4 plastic washers under the screws to fix poor contact of the cooler base vs GPU die..

The screws are too long and cannot be tightened enough without inserting a plastic 2mm thick washer underneath the each screw...

Now that I have done that my GPU stays under 60C OC'd @ 1070/1750MHz with 1.087V (0.993V is stock voltage)..
