oooh goody it's decide ill pick up either a 7970 or a 7950 and oc it. But i would assume the 7970 might be better for 2560x1440? or would both be roughly the same after an oc on the 7950.

Depends if you want to stretch the extra $100 from 7950 to 7970, a hearty OC on 7950 will do you just fine for 1440p

Correct, Only the matrix seems like it can reach uber high OC's but even those I have seen more than a few people who couldn't get past 1200. The avg oc on regular 7970s seems to be about 1100-1200 even on reference jet engine coolers, so you should be good with non GE and save a bit of cash in the process.
