I believe that the admins can set up some areas to allow rep, and others to not.

I'll let Chipp know so he can fix the permissions, I have a feeling some sections are set up to follow the parent section rep permissions where as other have been setup with their own.

The Overclock Marketplace forum is a parent forum and the Marketplace Rules, Overclock.net Artisans, Appraisals, Freebies, For Sale / Wanted and Online Deals are all child forums.

The Overclock Marketplace forum has it's own set of child forums, some of these child forums seem to be set up to follow the parent rep permissions. If this is the case it is an easy fix.
