As far as I know, android is programmed in Java. If you want to make applications, that's probably a good place to start.

Android natively supports Java and C++. However there has been projects written to allow porting .NET code (VB.NET, C#), Ruby, HTML5 and even Flash applications to Android.

Official SDK is written for Java and C++ is only recommended for developing a small subset of performance-critical run times to call via Java.

Like I want to make an Android games or practice on it, so I can get better at it.

If you want to write Android games then you're best off learning Java.

There probably are some dumbed down game designer studios, but given the restrictive power of most Android devices, you'd lose a lot of potential with the overhead generated from game studio interpreter.

The other option is to fork out for an Adobe licence for Flash and compile that for Android, but you'll still need to learn to program to make any use of that, plus you'd have the massively expensive IDE costs on top.

So if you;re genuinely serious about coding for Android, then Java would be the smartest place to start.

As far as I know there is no software which would allow you to create complete games on a tablet. The easiest way to start making games for Android would be to use Unity which is a desktop app though.

If you want to use a tablet to practice some skills that would help you to develop games, here are some good tools you can look for at Google Play:
  • DroidEdit
  • sourceLair
  • AIDE
  • OpenGL Tutorial
  • Matrix Operations
  • Shader Devel
  • ShaderToy
  • SketchBook
