Recommend me some quiet fans please

So I need some fans for my HTPC and my server since both are really noisy.

My HTPC needs 2x80mm fans to replace since the current ones are some cheap apevia fans. I can deal with the noise of the 120mm for now.
As for my server I need 2-3x120mm fans since I'm replacing my cpu cooler because it's really noisy and for some reason I can't control the speed through the bios. I'm putting a Thermaltake Frio and I don't thing the 2 fans included are quiet. Also need to replace the top fan for a quieter one.

I'm looking for something not so expensive if possible and no LEDs.

bitfenix spectres. Not sure if they come in 80mm though.

Why not just lower the RPM of the current fans with a fan controller as opposed to Bios.

Corsair SP 120's are highly regarded, and aren't too bad on the noise either. Also can recommend Noctua NF-P12 as very quiet as well as pushing a decent amount of air.

I just purchased some Corsair SP and AF series fans and they're fantastic so far. Much quieter than what I had in there before move a little bit more air.

The look is also customisable too, if that's any benefit to you.

I bought a fan controller for the HTPC and it stopped working. This time I will just buy the fans and then maybe get another cheap controller. As for the server the NZXT H2 has it's own fan controller, but still doesn't seem to do anything to the cpu fan. it runs at 2300 rpm and it's really noisy.

You can always go the "free" route and do a 5v or 7v mod to any of the fans that hook up directly to the PSU.

For the CPU fan that can't be controlled by the motherboard, it is probably a 3-pin. You need a 4-pin PWM fan to match the 4-pin plug on the motherboard. Other than that, make sure the fan is actually plugged into the fan header marked as "CPU."
