It's definitely not normal. You should be 99% usage. Are you leaving a CPU core free? If not, that is almost guaranteed to be the problem.

Got it now, set f@h to only use 3 cores and left the 4th for boinc, now usage is up to 99% and temps up to 60C. Should have much better points now too.
I just assumed it automatically left a core open. I'm adding a 2nd gpu to this rig tonight, do I need to free up another core or just 1 is enough?

No problem, I ran into the same issue long ago myself...
I usually leave one free CPU core per GPU. That being said, if you install your 2nd card and both are running at 99% with only 1 core, you will know you are good to go!

Just installed the 2nd 570, but decided not to run f@h on the cpu while running BOINC so it has free rain of my cpu cores. My only problem now is i cant seem to adjust voltage on the second card to overclock it, so its running stock now.

Well here's my 3770K with HT turned ON running at 4.3Ghz/1.104v
Currently munching on some PrimeGrid Sophie Germain (LLR) (AVX). Cooling is as it says on sig except GT speed ~1200rpm and case front/rear fans rotating along around ~800rpm.
I can't wait to see what this thing can do when I delid and buy better cooler. At least from my quick 'n' dirty testing it looks promising, can boot 5.0 with 1.300v.
4.6/1.248v temps are hitting 94*C on hottest core...
Also
When I run Poem@Home on my HD5750@850core with 3 Wu's simultaneously it's temps hang around 60*Cish with the fan speed at 30%.
