There have been a few threads mentioning the problems of gpu folding on core_16 WU's with the 12.11 beta drivers, 13.2 beta drivers, and the same problem exists with the 13.1 and 13.4 WHQL drivers.
For those of you that updated to the 12.11 beta drivers, or the 13.1 WHQL drivers,you will know that the gpu usage was capped at anywhere from 30-60%, and as a result PPD plummeted.
What made this even worse was that even after uninstalling the beta drivers and reinstalling Catalyst 12.8 gpu usage was still stuck at 30-60%. In order to restore your AMD drivers, and get the gpu usage back up to max you will need to use one of the following two procedures.

AMD's uninstaller has caused many problems for people running Windows 8, and there have also been problems for people on Windows 7.
Until the bugs in AMD's un-installer are worked out I would not recommend using it.
To remove drivers manually, follow the guide in this thread: tsm106's AMD How to Thread , and then proceed to install the driver of your choice.
Uninstall/Install Instructions (Click to show)
1 - Uninstall current Catalyst Driver in the Windows Control Panel. Reboot in Safe Mode
2 - Run CCleaner registry cleaner. Backup changes to registry and fix all selected issues. Reboot
3 - Disable UAC. Reboot
*Steps 4 is necessary if Atiman is throwing errors and won't run normally. Otherwise run Atiman normally* Thank Axipher for this workaround
4 - Open CMD as Administrator and run ATIMan
5- System will automatically reboot
6 - Install Bal3Wolf's modded 13.1 or 12.11 Beta driver
7 - Install AMD_Catalyst_12.11_CAP2.exe. Reboot
8 - Run folding client to ensure that gpu usage is at max.
If you are uncomfortable using the modded drivers, you can do a custom install of the 13.1 WHQL drivers.
- After selecting Custom install, un-select the AMD SDK, and leave all of the other driver components checked.
- After rebooting install the AMD-APP-SDK-v2.7 and reboot. You can get the SDK here: AMD APP SDK 2.7
- From here you can follow the remaining steps, and you should have a driver that will work with F@H.
There are some bugs in the 12.11 beta drivers and the 13.1 WHQL drivers that you can read more about in the 12.11 beta and 13.1 WHQL threads.

Obviously, running the beta/modified drivers, and using the Atiman utility are at your own risk, but this was the only way i have found to get rid of, and or use, the 12.11, 13.1 WHQL, and 13.2 beta drivers.
